There are only 12 apostles; Mattias was never a real apostle, his selection was strictly disobedience, and Judas obviously was never given the Holy Spirit, since he fell on his sword (called hanging at that time)
Judas was an apostle and so was Matthias. Scripture doesn't say much about Matthias except that he was numbered with the eleven apostles. God's word is not careless in these things. You are assuming that since Paul makes the number twelve again that Matthias must be a mistake. It is not a coincidence that there are fourteen tribes and fourteen apostles mentioned in scripture. I do not know the significance here but I am convinced that these details are profitable for doctrine. The meaning of the numbers in scripture is a fascinating study. Jacob served fourteen years for his two wives.

The fact that the eleven prayed and received no answer (recorded in scripture) shows plainly that they acted outside the authority they were given.
As plainly stated in the Revelation, there are exactly 12 apostles.
