The recidivism in that city is completely insane, it is truly the definition of a revolving door brand of justice. All the time I read about murders where the perp has one huge long rap sheet and gee whiz, there he is out walking the streets in his 20s of 30s when in reality they next time he should be breathing free air is when he is in his 70s.
