There's always more to the story:
The West Jordan Police Department says officers were at risk.

They said in a written release that in the weeks before the arrest, Hoogveldt had exhibited violent behavior that included an aggravated assault with a weapon and another time was found in possession of a concealed weapon by officers.

In the Christmas tree incident, Hoogveldt had threatened neighbors with a knife and started fires twice at a neighbor's home, according to the police. A fire was burning behind Hoogveldt's house as police approached, the release says, and "to protect the neighborhood and before the fire department could come in, officers had to secure Mr. Hoogveldt."

The officers say a large empty knife sheath on a table and believed that because of his history, Hoogveldt would pose a "lethal threat" if they approached him and sent in the dog to detain him, the release says.

I’m not sure I understand what you posted.

Was he arrested for aggravated assault with a weapon, arrested for a concealed weapons and arrested for arson weeks prior to the Christmas tree incident?

I guess that the West Jordan Police Department forgot to mention to the West Jordan taxpeasants that their wallets were at risk.

So I guess when the officers saw an empty beer can or two on a table, they were worried that he might go Berserker Drunk on them, and thus continued to allow the rabid, crazed Officer-Judge Barky to savage the guy while he was lying on his belly with his hands behind his back... LOL! :)

Yes, when law enforcement gets into trouble there is always “more to the story.”

The false facts seem to multiply like lab rats, and exaggerations abound instantly.

Really? The Fire Department cannot put out a small yard fire without police protection, even when the landowner has not made a single move towards the firemen (because they were never called)? Amazing.
