Muslims and Iran in particular vilify Israel, but they do nothing overt to attract actual Israeli fire. A nuclear attack on Israel is pure suicide.
The truth is that Muslims have a much greater hatred and fear of other Muslims than of Israel. They know if they leave Israel alone they won’t be touched. Therefore, I think the first exchange of nuclear weapons will be between Muslim states or even Muslim non-state actors.
