Would this be the same n.y. city council who, in the years following the civil war, were very concerned that recently freed blacks migrating north would take union jobs and were to be apprehended and disposed of?

There's already a monument in front of the Museum of Natural History on the upper West Side.

That's Teddy Roosevelt on horseback with an Indian and Negro slave along either side the steed.

Interesting that the article discussed NY action of 1711, while somehow managing to miss the story from next year, the slave revolt. 20 slaves were burned alive by judicial order.

A good percentage of the slaves of 1711 were White Europeans (”indentured servants”).
