This is one of the most bizarre police abuse stories I’ve ever heard of. Tickling the dead. It would serve him right if one of the ‘corpses’ he was playing with turned out to be in a coma, that he tickled them out of. That might scare him enough to stop. Who knows how common this is or how long he was doing it. Notice, it took a female job trainee to become upset enough to report his behavior.
