The cop fired the tazer, and it didn’t work.
The victim correctly ascertained that the cop intended to harm him, so he ran.

Well something made the cop shoot. I’m sure he just wasn’t having fun. The fact that he shot the victim in the back eight times is not proof that he had a good reason to do so.
