Back in my day, when people know who Louis Riel actually was, this shirt enjoyed some popularity in some quarters.

There was nothing offensive about it. On the contrary, it was considered whimsical and generated some healthy debate on whether Louis Riel deserved to wear the hempen necktie or not.
