I think they have made a trap of some sort that will force the walkers off of the bridge.
I think you may have a point but forcing the walkers off the bridge won't do anything other than getting them off the road.
There's something else planned that will likely include the two individuals on the bridge that Redshawk mentioned........We'll see

On talking Dead there was mention that there would be an encounter with some other not so good folks. Sounded like it has something to do with the truckload of torsos.
