So is this a payoff to the media? Regulate the Internet, control content, make it costly, to help fund gov’t and save NYT, WashPo, etc.?

The FCC has oversight by Congress. But they can issue decrees like Obama and who is going to stop them. If carriers sue and it goes to the SC I am not clear how they would rule but not sure we could count on any help there.
