Police originally said Jenner was in fact braking, and that the white Lexus slowed or stopped. Does this stretch of the Pacific Coast Highway have street-type intersections as opposed to being a freeway?

The Lexus had already rear ended a Prius before Bruce hit it.
According to local News, they are investigating why the Prius stopped in Traffic before being rear ended by the Lexus. The timing of this, and the fact that Bruce was towing a Trailer must be considered.
There is more to this story that has been reported. I would assume that a Cadillac Escalade had a Bluetooth Feature that allows you to Voice - Text, just as I can in my Dodge Challenger. I never need to touch my Phone.

I am here to tell ya-—nearly every time I see some moron with their head in their phone while driving it’s some yahoo, at least, over 35 years old. And it’s a pet peeve of mine, so I pay attention to it. Rarely do I see teens and younger people doing it. It’s the old farts. So, yeah, I have little problem believing this.
There was a light ahead but the Prius stopped in a weird place well before the light. The Prius may be responsible.
