If some form of national health care is inevitable and never going to go away, I would advocate some form of this tax. My idea would be that everyone reports to the local HS track once a year, and if you can run three miles within 25 minutes, you get free health insurance, the rest pay for theirs. If you do not like the premiums, drop the donut and start training for the next year.
