Consolidation of government functions to eliminate redundancy and waste, and reducing the number of government staff in the process, is a good thing.

So in concept I can support this if it both reduces government bureaucracy and makes it more efficient.

What I can’t support is it being embedded within HHS. It should properly be within Ag.

Nothing that ever happens in DC is with an eye to reducing government bureaucracy.

Except that these functions do not exist as enumerated powers of Congress [See Art 1, Sec 8], therefore the agencies are, at the federal level, illegitimate.
