Consolidation of government functions to eliminate redundancy and waste, and reducing the number of government staff in the process, is a good thing.
So in concept I can support this if it both reduces government bureaucracy and makes it more efficient.

Except that these functions do not exist as enumerated powers of Congress [See Art 1, Sec 8], therefore the agencies are, at the federal level, illegitimate.

Thank you for referencing that article Olog-hai. Please bear in mind that the following critique is directed at the article and not at you.

FR: Never Accept the Premise of Your Opponent’s Argument

The states have delegated to the feds, expressly via the Constitution, the power to regulate food only when it is sold across state borders. This is evidenced by the Commerce Clause (1.8.3).

Otherwise, regardless what FDR’s activist justices wanted everybody to think about the scope of Congress’s Commerce Clause powers when the Court wrongly decided Wickard v. Filburn in Congress’s favor in 1942, FDR’s justices also wrongly ignored that the Supreme Court had historically clarified that the states have never delegated to Congress, expressly via the Constitution, the specific power to regulate intrastate agricultural production.

”From the accepted doctrine that the United States is a government of delegated powers, it follows that those not expressly granted, or reasonably to be implied from such as are conferred, are reserved to the states, or to the people. To forestall any suggestion to the contrary, the Tenth Amendment was adopted. The same proposition, otherwise stated, is that powers not granted are prohibited. None to regulate agricultural production is given, and therefore legislation by Congress for that purpose is forbidden [emphasis added].” —United States v. Butler, 1936.

So what lawless Obama needs to do if he really wants the feds to have the constitutional authority to regulate intrastate food safety is the following. Obama needs to lead Congress to propose an intrastate food safety amendment to the Constitution to the states. And if the states choose to ratify Obama’s amendment then the feds will have the constitutional authority that they need to regulate intrastate food safety and Obama will be a hero.
