Only formally approved articles become amendments. The ratified Article is the only one that matters.
Article. XIII. [Proposed 1865; Ratified 1865]
Section. 1. Neither slavery nor involuntary servitude, except as a punishment for crime whereof the party shall have been duly convicted, shall exist within the United States, or any place subject to their jurisdiction.
Section. 2. Congress shall have power to enforce this article by appropriate legislation.

It has long been argued with evidence that the first 13th Amendment was in fact ratified as required to take effect. Unfortunately, the British burning of Washington D.C. government buildings disrupted the process enough to give the alleged conspirators to falsely deny the ratification of the Amendment.
