There are people who disguise a suicide for life insurance purposes etc., but in this case, he made several phone calls (to someone who was not available) leaving frantic messages and also sms messages. In these calls he requested State Dept assistance. This was some hours before he died. If help had arrived - as it should have - it would have stuffed up a suicide plan.

My first hunch is that a fall from only a third floor balcony isn’t likely a suicide.
