The sheepdog speech was standart when I entered the military under Carter. I imagine that it goes back to at least the first World War.

This is from Slate, and the girbilism there is of the Wikipedia variety. Do not ever expect them to actually read books to research anything.

The speech was given when I was in the Corps back in the late 60’s/early 70’s, it's probably been around since Ceaser’s legions protected the the boarders against the barbarians. Same as with the old saying of democracy being 3 wolves and a sheep voteing on whats for supper.
