We been doing this in Florida for about 10 years.Beat me to it :-) the CC's offer a few bachelor's programs, and then can change their names from XXXX Community College to XXXX State College, creating the illusion of greater prestige.

Not sure how it's done in Florida, but in Texas CCs participating in a program like this, you can learn from the same profs that university attendees do.
