It helps with "facial recognition skills?" Smells like total BS to me. "Black male, fire, white male, Hispanic male, hold your fire." Regardless , of whether this amounts to racial profiling, it does amount to poor taste and judgment when there are so many alternative training tools that are widely available to serve the same purpose. Indeed, the police officers could have used their own photos for target practice.
