Soldier, Ft. Bragg trying to surprise his wife who apparenlty had thought he
had left for work. What I don’t understand is why he didn’t disable the alarm
system when he returned.

Don't forget to discount for bad reporting. Perhaps with his hands full of breakfast he couldn't enter the code in time, the alarm did sound but he turned it off shortly thereafter. The alarmed wife heard the footsteps and did the Biden thing. That is a more likely scenario.

And I would expect military families to be on heightened alert these days since the CinC doesn't have their back.

Things like this don’t always have to be complicated to understand. It could be as simple as he just forgot in his excitement to bring his wife breakfast. People, even soldiers, are just human and they can be fallible. Maybe follow-up stories will provide a clearer explanation of events.
