"It's a FAR SUPERIOR round than any 5.56 ever produced." My concern is the motive that drove the change. Were they looking for a more effective round and happened on components that were "green," or were they told to make a green round and things just worked out well for the troops this time?

That data is based on computer simulations and projections, not combat or even shooting living targets. The army is big on computer simulations to push projects - that's the 9mm Luger ended up being "far more lethal than the .45".
