That was my first thought, there are good doctors and there are mediocre (or worse) doctors. A 2nd opinion from a GOOD neurologist is definitely called for when a doctor tells you that you will continue to decline.

Absolutely! And that doctor should have his license suspended while they send him back for re-training.
