Excuse me for seeming a bit naive but didn’t people used to go to jail for fraud? It is called 'Executive discretion'. Obama does not have to prosecute so there will be no jail time. Fraud is what the Republicans do, his people being the liberation fighters that they are, don't have to declare that 60" TV requisitioned after dark. It is the Department of Just_us after all!
