Only difference between that and this is in those book the monster was caught and put in jail. Here the monster is still killing and allowed keep doing it with a medical license.
I’m studying psych and they absolutely fit the psychopath, sociopath diagnosis. Another way to shut down clinics would be to give anyone who wants to work there a psych eval and you KNOW they won’t be normal. No one to normal would do it. So it won’t get done.
