I remember having that document in my hands and reading it. I did note it was for official use only. It was disseminated. I was in a MA pd. It was provided for special in-service training for supervisors.....lieutenants and up, IIRC....by fedgov instructors. A few copies of the material were left behind in the classroom. It is real. 1992??
Yeah....I remember pealing the NRA and GOAL stickers from my car. I was warned about people loke me, and I’ve been somewhat stealthier since. Lol
Oh yeah....the training is on-going. I walked into the classroom a few years ago when the department brass were assembling for it...prolly annually, since it began. I noticed the material on the tables.
Good news is that it’s not taken too seriously.
