A republican DA is convinced that he did at least one of these, the woman that had 13 other women come forward to testify to being victims of him and mostly the drug/rape method, and he settled out of court with her.
For another woman in 2000 the police would not even use his name in her police report.

Constand had accused Cosby of drugging and sexually assaulting her in 2004.

“” Former (republican) Pennsylvania prosecutor Bruce L. Castor Jr., who investigated a woman’s claims that Cosby had sexually assaulted her in 2004, said Wednesday he decided not to prosecute because he felt there was not enough evidence to get a conviction.

“I wrote my opinion in such a way as I thought conveyed to the whole world that I thought he had done it, he had just gotten away with it because of a lack of evidence,” the former Montgomery County district attorney said.””

Not surprised that the prosecutor felt there was not enough evidence. IMO getting a rape conviction is a very dicey proposition post-sexual revolution.

I would never want to have to sit on a jury and try and determine what was consensual and what was not, months or years after the fact.
