Handcuffs would seem to make it an arrest (or kidnapping).
Thin ice for school, especially of police not called, or charges made.

The handcuffs, imo, is the more concerning part of the story.
Southington High School ranks 4 of 5 stars at greatschools.org, is 88% white and is college prep. One wouldn’t think there would be a need for officals (plural, too) with handcuffs but apparently so. Wonder how many times he came in drunk before this day and the school let it slide?
