Regarding Steed, two possible explanations:

1. Mr. Peel might still be alive somewhere, and Steed has his English honour.

2. Watch again, and you can feel a little romantic playfulness under the surface, which is a build up for when the cameras aren't rolling, as Steed has his English honour.

Regarding Tony Nelson, he did eventually marry the girl. And of course, the second Darrin didn't make my list, and we now know (and perhaps always suspected) that he would be more interested in Paul Lynde than Elizabeth Montgomery.
