I believe the idea with Win8 was to “merge” the PC/tablet GUIs so MS could maintain their grip on PCs, while catching up on tablets, phones, etc.

Imagine a would where companies did that. System 7, and win 3.11 UIs to spare people from new ideas.

Why not just included Classic Shell by default? And Pale Moon while they are at it.
