is that 20, 30, 40 degree temperature increase to be measured by today’s global temperature or the global temperature from 15 years ago? Or is the 4 years starting back then? It’s all just so confusing anymore.

The start of that four degree rise will be whatever date was four degrees cooler. It could be 2008, or 1811, or 1224, or 6450 BC, or late Paleolithic.
