I prefer Singapore’s solution, which is that people (I think it’s 20-60) are presumed to be organ donors unless they opt out, or are certified unusable (e.g., HIV). If they opt out and then later are discovered to need an organ, they go to the bottom of the list.
The only other option is to create a free market in organs, at which point the pressure to kill people in order to harvest their organs will be greater than the moral—i.e., Judeo/Christian—pressure to protect human life, because we are no longer a Judeo/Christian society.
