I would think manslaughter.
For murder 2 you would have to have ‘sent’ the dogs after the victim, not just letting them roam.
This guy is an ass who deserves some ‘time away’ from civilized people.
But murder?
If you keep firing a rifle towards town, you will eventually probably kill someone. Isn't that murder? He kept letting his dogs go after people.
Yep, murder. This wasn’t a one time incident, but the result of an attack after a long series of attacks and threats.
He deserves the death penalty.

5-10-103. Murder in the second degree.
(a) A person commits murder in the second degree if:
(1) The person knowingly causes the death of another person under circumstances manifesting extreme indifference to the value of human life; or
(2) With the purpose of causing serious physical injury to another person, the person causes the death of any person.
(b) Murder in the second degree is a Class A felony.
