I read after 3 years or so. If it is a newly insured, then is NO. If he had been paying into after 3 years perhaps.

Varies by state. In Pennsylvania, the policy has to be in effect for at least two years. In North Dakota, it is only one year. In California, I believe it is three.

Notice that the more conservative the state, the higher the level of general sanity and the shorter the waiting period.
