It doesnt sound like this cop thought things through very well to say the least. The only thing he he has to think through is that he has to remember to say to the first person on the scene, "I felt threatened." I am sure he knew that and felt entirely secure in shooting the boyfriend. Maybe he was worn out from overwork and just wanted a paid vacation.
