You might as well ask why German National Socialism of the 1930s and '40s didn't create a vision of how to raise German Jews into a loving and strong community. Hate movements don't exist to provide any truly worthwhile benefit to humanity, they exist because they facilitate scapegoating. Scapegoats are psychologically useful to dishonest people who need to believe that they are victims of powerful oppressors. Such wannabee-victims believe that acquiring victim status relieves them of responsibility for their own failures and insignificance. It's a salvation fantasy.
