Let's accept that as being so for the moment. I say that with some skepticism because MM is not, in my opinion, a decent or reliable person. I have no idea how much he has twisted things one way or another.
So let's assume that JP witnessed nothing, and MM witnessed nothing. And let's assume MM only told something JP vague; that an attack on a child might be occurring.
My goodness, what would the average person do! I'd being jumping out of my chair to investigate! And I just might be carrying a baseball bat.
And if I had a pretty good idea of what I'd find, I'd be telling someone near to me to call the police. An attack on a child is like a house on fire. You've got to do something, and fast.
But I tell you one thing I wouldn't do. I wouldn't be sitting at my desk looking for my supervisor's phone number.
None of this makes JP a criminal, or evil. But it does make him a weak and unethical person, at least in this incident.
From MM’s own words - he didn’t recall ever seeing JS w/ 2nd mile kids around campus after 2001. Ever. But to listen to you, he paraded them around campus like a harem. Long on imagination, short on facts.
Joe was told JS was horsing around w/ a kid in the shower and he reported it, along w/ seeing that MM met w/ the AD and the head of the campus police (the proper jurisdiction). He also followed up numerous times with MM to see that he was satisfied with the way it was being handled.
But you think he should have grabbed a baseball bat?
