National average is around 0.5% ... but that’s _new_ cases for _everyone_. The young tend to not contract it, and once contracted it spans several years.
So... 0.5%/yr cumulated over 12 years is about 6% for the general population. The 9/11 responders & cleanup were adults at an age where some 12 years later they’re at increased odds of developing cancer (thirty-somethings then are approaching 50 now).
Ergo, 6.8% is statistically normal given/despite the disingenuous presentation of the data.
