Some women simply WON'T say NO to sex before marriage.
Some are too young and too stupid with no father guarding them against men who would take advantage.

Solution: cut off the welfare but give the government the opportunity to take the babies up for adoption. THAT will stop the major flow of illegitimate babies real fast.
