Not quite. It's in the "Bank Agent's" hands. And he is responsible for the property and anything that happens while he is acting as that "agent".

She is the registered owner, how could she "vandalize" her own property?

Repos are tricky and the guys that do it need to be cunning. That can require some smarts, and unfortunately far too many repo guys are idiots. A few states send out a Marshall to do it.

In the end it doesn’t matter all that much. They’ll sell the vehicle for what they can get and she’ll end up paying the rest. Even if it takes 10 years.
