How can they tell that the radio bursts are originating outside the galaxy? The direction, maybe?

Yes. The Arecibo dish is extremely directional, so it must be aimed precisely at what you want to observe (through a combination of moving the feedpoint and waiting until the earth rotates it to the desired orientation).
