This demonstrates a problem, not only with law enforcement, but all government service. The Chief wants to get rid of him, but then has to keep him due to a labor relations board. The same thing happened in Spokane WA recently. A sheriff's deputy was caught having sex on duty. The Sheriff began the process to fire him and he was overruled by an arbitrator.
This will also happen when people start getting named in the VA and IRS scandals.

Bad employees should be fired. This is true for government workers, teachers, professor, unions and private sector workers. If you can't effectively do the job you were hired to do then, goodbye. When you allow them to continue you are screwing the communities, taxpayers, students, companies and stock holders.
