The VP plus at least half of the Cabinet heads, or whatever body Congress specified. If Obama claims he is able, he reclaims control unless the VP and half of the Cabinet heads (or whatever body Congress specified) says the disability still exists - in which case Congress decides if Obama is disabled from doing the duties of the office. It takes 2/3 vote of the House and 2/3 vote of the Senate to say he is disabled.
So that’s even harder than impeachment. But if he tried to attack the US it would be possible to keep the nuclear football from Obama = IF half of his Cabinet members turned on him. AND if 2/3 of both the House and Senate voted against him when he protested that he was fine.
Do you know if Congress has ever specified a different body for deciding if the POTUS is unable to do the Presidential duties?
No, it's always (well, since the 25th was ratified) been the Cabinet.
Only way the cabinet turns on him is if they realize their families can’t all fit in the bunker with Obama and his family...
What would you propose as an amendment to the Constitution? “Whenever Butterdezillion and two people posting on the internet who say they’re ex-military determine that the President is a communist Muslim, the President shall be forthwith shot dead”?
How about that the POTUS must be arrested if there is probable cause for the crime of sedition, according to standard law enforcement protocols?
That’s just off the top of my head - offered up for discussion.
Probable cause as determined by whom? Arrested by whom? And define "sedition"-- do you mean the definition used in the Sedition Act of 1796?
What would you suggest?
