She was probably on her way to or from a gym workout. That attire is entirely appropriate. I ref girls volleyball, and some tournament will have several hundred teams (thousands of girls) all wearing shorts just like that or even tighter. No one gets distracted by them because all the girls wear them, so it's no big deal.
