Here is where States do have rights.
Child Protective Services can step in and severe parental rights of any parent in their jurisdiction.
States should do just that, in order to discourage this stuff.
I would think that sending kids out, in the weather, with no food or provisions, would constitute abuse.

I had a foster child whose parent used heroin while pregnant. Abuse, right?

The states plan? Return child to parent.
