It seems like only a few years back when Californicate declared that butt sex had to be legalized because that’s what Americans want.

I've got an idea. Issue a certificate specifying that both are adults, consenting, add maybe some diagnostics to confirm they're disease-free, make provision for possible pregnancy and mutual responsibility for resulting offspring ---and both sign for long-term consent.
