To be honest, I do not know if Windows 8 uses OpenSSL or not.

OpenSSL is almost exclusively Linux based unless you deliberately install OpenSSL in a Windows environment.

Regardless of your OS, you’re at risk if the site you visit uses OpenSSL to generate certificates or SSL connectivity.

Per the article;

The attack can only be performed between a vulnerable client *and* server.

So you would need to know what version of OpenSSL is used by the server your Win8 connects to. But being Windows...you're probably ok.
