That is the irony of the whole thing - there is always someone getting some kind of graft for this, even if it is just to provide food.

Sometimes, that is not even the intention of the regulation, but the big org’s - but even lesser ones - soon realize it!

Same as corporatism. Sometimes the big guys realize they can use this fascism to their advantage!

The big guys have been buying regulations to hurt their competitors for a century or more, at least. This even happened a lot in “Atlas Shrugged”
