A well-educated Chinese reader today recognizes approximately 4,0006,000 characters; approximately 3,000 characters are required to read a Mainland newspaper. Is it fair to say that a Chinese character is more like a word or picture than a letter?

From what I have read in the past the Chinese language seems to be descended from Babylonian cuneiform which is also a pictograph language.
