It is called “loud talkin’” and it is so common that it is well accepted within that culture. And the other thing is repeating the same shouted phrase over and over, at top volume.
Hate that.

Funny thing, they turn the volume up until the speakers and microphone distort or rip out, then they think they have to talk louder, because nobody understand them anymore.
