Video at the original article. Was this an effort of a veteran to use this clinic to train his dogs or was this another mis step by the VA to deny entrance to vets with service dogs? Not sure here.

There is no such thing as “proper paperwork” for a service animal. There is no government agency in charge of licensing them.
